I’m hoping tRump is blowing a lot of smock, desperate to find a way around the Dems, but will find out it’s not as easy as he thinks to get this money or get the project done the rogue way.
This can evolve into a twofer for Trump. Strip Puerto Rico of their disaster funds and funnel them to the wall. Hurt brown people on an island, and hurt the economies of brown people on both sides of his new sections of wall. What’s not to like?

I try to picture people in the various agencies charged with finding some money for the edifice wondering what the hell is going on. I hope there are some that will not find any of the money the goon is looking for.

What I am more concerned about are the folks along the border who may just get caught up in the mess by having their land condemned and taken away from them, never to get it back. Spankee and his gang are so good at screwing little people – it’s quite astonishing how many of them bow and scrape.

I would think they could take it to court since Truman tried and failed to seize factories through National Emergency but, I don’t know if people or Congress took it to court
So instead of sending the money to help CA, or PR and others that got hit with natural disasters he’ll spend it on a crisis that he has created. Then we got the answer to the shutdown as the White House stretches rules to restore stalled services by asking different agency officials for a list of services to resume in order to minimize the effects. I imagine that list will (1) benefit his supporters first, the nation as a whole last in the same manner as his tax cuts benefited the red states at the cost of blue. And (2) will benefit his cronies pocketbooks.
