Using other people’s money whenever possible is how people like trump get and stay rich, or at least afford a rich lifestyle.
Have you heard any of Rush Limbaugh’s rambling attacks on this? He goes on and on:

What I find more likeable is that his actual surname is “Pujol,” especially given how it would be pronounced in Spanish. Not sure about French, though.

There are plenty of reasons to funnel money to people in powerful positions — in most circumstances, it’s called bribery. America has increasingly legalized bribery. You might say there’s no clear quid pro quo, but anyone who has lived in a country where bribery is rampant knows that it is never, ever explicit. Russian traffic cops can spend an hour beating around the bush, when the bottom line is that you are not going to be allowed to go until you fork over a couple hundred bucks (and no, they don’t want to write a ticket for the supposed traffic violation they pulled you over for).
I can’t help but wonder how the average Joe the Plumber GOP contributor feels about seeing his hard earned money going to pay the legal fees of Richie Rich, Jr.?
