I looked up what Cruz said and then checked out the First Amendment in the Declaration of Independence. And, dag-nabbit! He’s right!
I knew a kid when i was growing up who would tell a huge whopping lie and then say immediately “…and I ain’t lyin’ either!”

I’d say one way to describe it is “begging the question,” with arguments based on a premise that isn’t self-evidently true and hasn’t been proved. Here he’s implicitly saying that the Supreme Court’s rulings equating campaign donations with free speech aren’t controversial or questioned, and then he again implicitly says that Congress, by seeking to amend the Constitution to reverse this absurd and oligarchical ruling, is trying to control political speech. He’s taking a spider-thread of truth and hanging ten tons of invalid conclusions from it. Only partisans or dopes could believe it, but that’s good enough for Ted.
By holding in Citizens United and McCutcheon that money not only is speech, it overwhelms speech, the First Amendment has already been partially repealed by th USSC.
