Pattern: when white people can point at lopsided statistics regarding arrest and conviction rates, all of which have been skewed by systematically inequitable enforcement regimes that target minorities and minority communities, to claim that minority communities are full of criminally-inclined societal filth.

Not a pattern: Said systematically inequitable enforcement regimes.

Indeed. For them, the exceptions to a rule actually either prove the rule wrong, change the rule or create an entirely different rule.
