Unfortunately for Liebowitz, democracy is not on that list. Communism and fascism are categories of economic structure: “the state controls the means of production” and “the means of production are the state” in these two cases. In other words, who holds the economic power. The four recognized members of this set are fascism, capitalism, socialism, and communism.
Democracy is a political structure - i.e. who holds the political power. Other members of this set include monarchy, republic, plutocracy, and oligarchy.
Communism could be a democracy. It never has been, but there is nothing inherent in communism that is antithetical to a democracy or a republic. It could even be a monarchy, though the regent would not look like our historical examples of “royalty.”
I totally agree that governments fail in real life. Throughout history, most major civilization’s political structures have morphed into plutocracies, mainly because rich people can withhold the benefits of society - education, healthcare, reliable food sources, etc. - from the poor. Once that happens, the economic structure tends to become less of a organizing model and more of a fancy label.
