“Unaware”. Because, y’know, there’s no training in this kind of thing, and no one in the office who knows the settled law and can be asked for advice.

Rick Stream-R, my former State Rep., tried to run for St. Louis County Executive and lost to Stenger-D (who should be seen as a Republic with all the crap he has and will pull.

In St. Louis County, incompetence is a fairly safe bet unless there is a fine involved.
