signed by Oct. 10 should have counted, regardless of when they arrived.
“Unaware”. Because, y’know, there’s no training in this kind of thing, and no one in the office who knows the settled law and can be asked for advice.

Rick Stream-R, my former State Rep., tried to run for St. Louis County Executive and lost to Stenger-D (who should be seen as a Republic with all the crap he has and will pull.
In St. Louis County, incompetence is a fairly safe bet unless there is a fine involved.
At some point this shit has to be prosecuted: small time operatives need to know they could get tagged and burned when “just following orders.”
