Are you sure they’re not simply misspelling the Berne Convention, which does in fact exist and covers copyrights of one’s works? (and Fair Use of works)
This is just another example of “magical thinking” - if I just regurgitate these magic phrases, I can bend reality to suit me.
It’s like the tax protesters who think that if they write some legal nonsense on their empty 1040’s, the IRS will be struck powerless, and they’ll never have to pay taxes. Or the sovereign citizens who think that if they spell their names with a full colon, they’re going to be able to extract millions from the government.
It’s an attitude that’s born out of a sense of powerlessness, coupled with the notion that some people, those who have mastered the incantations, have figured out how to get better treatment from life.
I think they mean the Burner convention.
