It’s acrid smoke due to the burning of computers and hard-drives.
Because event the Russians don’t use (burn) paper any more.
Maybe they are burning hard drives.
They must be using old coal fired Yurevesky paper shredders.
The emission of smoke from a chimney brings the fire department? There would be one busy damned fire department in my part of town during the winter if this was standard procedure.
I’m sure they’re also bleaching their e-mails. It’s an expensive process, certainly. But nothing gets stains out of your e-mails faster.

Sorta not OT: I’ve walked by that building numerous times (when I lived in SF) – it’s quite beautiful, as are the surrounding grounds.
