It’s a twofer: you’re both right. Yes, they need to pass it before the window closes but yes, they also need to pass it before momentum builds against it.
So much for McCain’s sanctimonious rhetoric about returning the Senate to “regular order” as Republicans prepare to jam this through without in-depth hearings and a thorough CBO review.
The GOP doesn’t care about the cost or coverage lost, those items are at best, an after thought to ensuring poor people “don’t get theirs” at the cost of themselves and their benefecactors.
Funny, I thought it was that Hillary was the sure thing - no chance of losing.
Wouldn’t be the first time they tried to do something, anything, without understanding the ramifications.

Just heard Rep Schatz of Hawaii interviewed about this bill. He said it is more draconian in every way (removes protection for pre-existing conditions, decimates Medicaid, eliminates all of the required basic coverage under ACA, etc.) than any of the earlier repeal bills - and he said the Republicans are close to having the votes. The total debate time that will be allowed is 2 minutes (I’m not kidding). He is begging people to flood their legislators with calls and emails and screams to protest this.
So much for his legacy. Eliminating health care for millions while he fights cancer. What a profile in courage.
Why are Republicans playing so irresponsibly with our health insurance? Why are they destabilizing everybody’s insurance costs?
How come this proposal won’t raise my premiums like all the others?
They wouldn’t care if half a million died intantly. It’s about making sure there is enough money for those filthy rich tax breaks.
It’s like all the other repeal bills and shortcut processes they’ve tried this year showed them all that they could get away with. They don’t have to do jack, and they don’t have to tell anyone anything. This one is a Red State Bill, loud and proud. The GOP is just more brazen and shameless and careless than ever.
But there is no magic in healthcare insurance. This will hurt their constituents. Will the constituents realize it? Will they care? Will they blame Obama? Who knows?

And what better way to do that than to NOT have all the bad publicity that will attend CBO announcing their coverage, premium, and deductible impacts? After all, “everybody knows” the CBO will be all wrong anyway and the bad publicity is so inconvenient.
I was marveling at the insistence of the GOP on literally killing people, and then I came across this article tonight and it all makes twisted sense to me now.

This is ultimately all about getting access to Koch brothers money for re-election. These Republicans know they are bought and paid for, and they have their marching orders.
