I think I called it in an earlier thread: theyâre going to send something to the CBO for scoring, and thatâs going to be the headline number they go with, but theyâre going to keep messing with the bill while the CBO is working on it, so that the version they vote on wonât have a CBO score until well after the vote.
This is particularly interesting because the CBO scores of various provisions determine (in theory at least) whether the bill can be brought up under reconciliation. So if they mess with the bill after sending it, they might well end up voting on it in contravention of senate rules. Not that such a gaffe would slow them down even a little.
the republican leadership is too afraid to admit there is nothing better than Oâcare, at least not at this point. so the leadership lets this secrecy nonsense carry on, because they want the bill to die. they know that the only thing more frightening than repealing Oâcare is being held accountable for its replacement. all this weirdness assures the bill wonât pass while the McConnells and Ryans can sit there with a straight face and tell the wingnuts they had their shot.

Right now the White House is touting that the GOP House bill only causes 13 million to lose insurance, not that dreadful 23 million the CBO projects. As if this is good news. I think theyâre just buttering us up for an awful CBO score on the Senate version. Donât fall into the normalization trap!
