As has previously been shown, if anything positive is to get done, big or small, people have to do stuff like this. "The Trump Work-around. " It’s a thing.
The subtext here is the whole world knows Trump is a Russian agent, but can’t/won’t do anything about it. And, therefore, has to keep him out of the loop to get things done.
This is the most heartening news story I’ve read in the last two years. If we can get vital national-security things done in the short term we may avoid the worst scenarios. What can I say? You can’t live without hope.

It seems we have two governments.

The other is what is keeping us somewhat of a Democracy.

We need as many end runs around crazy Trump as possible, and it is heartening if something actually got done that strengthened our NATO alliance at this time. That said, I am concerned that end runs around the civilian leadership need to happen. Long term it is an erosion of our democratically elected leadership system and it could end up feeding the crazy “deep state” ideas on the right. Another way of putting it, this should only be used as crisis management and is a clear indication that we indeed have a real crisis. I consider this one more alarm triggered by the Trump administration, not good.

The world has turned upside down when you’re forced to root for people like Bolton and Sessions because the leader is so far beyond the imaginable.
Nothing like a threat from a common enemy to pull NATO together.
Now they can get back to the business of containing Russia.
The US is still part of NATO. Trump is not.
I’ve avoided rooting for them, so far. I limit my reaction to grudging, and very limited, respect. But that could change, I admit.
This administration is silently turning the US into a parliamentary system, where the ministers are decided the majority party, and the president is a figurehead.
Here’s proof that the “deep state” exists, and that it’s composed of . . . Trump appointees.
