So if a Whitehouse employee is compelled to testify under oath, lies, and is then pardoned by the President, that person can be compelled to testify again right? If so, can they then repeat the same lies and receive another pardon from the president?
In a different vein, does the president and his team encourage/demand that staff lie and deceive on his behalf but offer promises of pardons? How does he manage this process in a way that provides him with greater control over testimony?
Once pardoned and then required to testify, they could refuse. Then they would be held in civil contempt and jailed until they complied. Pardon power is only for criminal acts, not civil.
