If Ryan thinks that he needs a new clock and calander! The 4th recess plus the August recess gives Ryan/McConnell no time to pass a debt ceiling, a tax bill, an appropriations bill and a health care bill before all House members go into hibernation pending the next Congressional election.
Let’s just face it.
