The thing is there will be no “windfall” because the average for all major American corporations is only 28% now, less than what middle-income households. One could support this if the rate was around 50%, but with the current top rate of 34% and the average of 28%, there are lots of corporation paying less than 28% and some paying nothing some years.
Ryan is fully aware that there are no studies showing that reducing taxes causes economic gains. He is also aware that the tax scam will result in massive debt and deficits which is the reason that he is planning already to cut Medicare, Social Security and Medicaid.
