I don’t think it’s false, because I don’t believe that any of the caging, intimidation and other dirty tricks the GOP has taken part in over the decades are in fact “efforts to prevent or remedy voter fraud”. They’re efforts to suppress lawful voting that might very occasionally have some unmeasurably tiny anti-fraud outcomes. So her statement was misdirection and intended to mislead, and entirely irrelevant to the court filing in question. But not necessarily false.
