It wouldn’t shock me if this turned out to be the result of a brain tumor similar to the one Charles Whitman had. This person became extremely homicidal in his mid 60’s for no apparent reason and without any real warning. Brain tumors can, in some cases, cause sudden, drastic changes in a person’s behavior.
Also, you can buy a gat crank modifier for a semi-automatic rifle in most states for about $40. It won’t exactly make you’re gun fully automatic (so they’re legal) but it will allow you to fire up to 600 rounds/minute.

There is nothing - literally nothing - to prevent anyone from carrying that many weapons into their hotel suite.
