Yup.
Part of it is that they merged the Department of State’s Diplomatic Protection Service into the Secret Service when they moved the Secret Service from Treasury to State. Combining those agencies created the illusion of a bigger headcount for the teahadist idiots to demand cuts to.

I heard a discussion a few weeks ago regarding George W and his administration merging a lot of departments under Homeland Security which the person who was saying this how big a mistake that was.
