Guards publicly hugging and kissing and hanging racy pictures in public areas? This sounds like deliberately taunting the prisoners. Those in charge haven’t yet touched 2003 federal regulations regarding prison administration? Just because it’s NYC, I hope the DoJ doesn’t let them slide by any longer!
