Well, as @irasdad points out there are all sorts of crimes you can commit when you steal an election. Sounds like they grabbed up unsealed ballots and changed them wholesale. If I had to bet, Iād say that was clearly against some sort of state or federal law. Itās direct, straight-up tampering with the actual vote.

Well, sure. Itās only fair to the voters. Their votes should obviously be recorded as cast. If the party officials conspired to make this fraud and tampering happen they should certainly be liable.
