Senate Republicans are voting for a bill they, themselves don’t want to pass, and they admit to as much. Every week we enter a new level of weird, the likes of which would never have passed as bad fiction even five years ago. I keep saying that this can’t go on, but that’s what everyone said about World War I from the very first week. The world will definitely be a very different place when this is over, though I’m not sure we’ll be around to see it.

Let’s suppose, hypothetically, that he decided to be “difficult” here, so Pence, McConnell, Trump, Mooch, whoever, pick your villain, now determines that they need to threaten him.

I’m confused by what you are saying. It appears that the bill failed. It did fail. So Obamacare remains unchanged. Of course, Trump administration will not enforce the law but legally, the mandate is still a law and all three legs remain.
