Neither. He’s a poltroon and a weasel. What he’s really saying here is that he delegated and now he’s blaming the delegates. At least that’s what I hear. He told his underlings, “fuck all this bureaucratic nonsense, I want these people to get more money, dammit. Get it done, I don’t care how,” and now he’s underbussing the people who followed his orders.
