This is one of the things Mueller set up by farming out investigations across the DoJ, he made it difficult to shut any of them down. There is evidence of bad behavior that needs to be investigated, and the only way to stop all of it is through a blanket order that would immediately be leaked to the press. Barr can’t do that, and for the same reason he can’t quietly kill each one s they produce more evidence in the investigation. At least, he can’t do it as long as Trump wants to win in 2020, after that all bets will be off.
