Here we have a difficult thing. Medical privacy means that your interactions with doctors are private. Public safety means that doctors should alert authorities when medical conditions imperil public safety. So, in this case, did medical conditions A PRIORI imperil public safety?
it sounds like this guy had some sort of morbid fixation (among other issues of course). What a pity this wasn’t caught. I am not sure how this could have been stopped by adding reporting requirements to doctors. When you gather too much data (by requiring all psychologists to report who sees them, as an example), then you run into the problem of finding useful information among all the useless information.
