The winning bidders must submit a security plan with details including “‘fall back positions, evacuation routines and methods, muster area, medical staff members/availability, number of security personnel, qualifications, years of experience, etc. in the event of a hostile attack,” according to the solicitation.
These requirements sound suspiciously like they were lifted from building projects in Afghanistan or Iraq.
A chain-link fence with barbed wire around the construction site is required. The agency said it won’t provide security.
So a requirement for building the wall is to first build a fence, presumably protected by armed guards. Sounds like it would be a lot cheaper just to post the sentries, etc., without building anything.
