The problem is, when the pope castigates Congress for their inhumanity, each member thinks he is talking about someone else, not them.

While technically true, the Catholic Church was founded as the world’s greatest tribute to a single person, namely Jesus, so arguing that what Jesus said doesn’t apply to Catholics isn’t going to gain much traction.

My point is that it’s Christianity 's Golden Rule and that it doesn’t apply only to Catholics.
