Legally, do they have the right to mandate organizations to do whatever they want or they will cut funds? Lets say they demanded that each day they take a hour to praise drump or else they get their money cut, or what if the demanded that they tell women that they have to sacrifice their first born, is that also ok?
This money is given out via congress, correct? as such isn’t there some kind of rules attached?

It’s very helpful to keep in mind that this is all part of a deliberate strategy to keep the abortion issue very prominent in the minds of people who have an emotional reaction to it. This way, they keep people voting for conservatives and against their own self interest in most cases.
This stategy has been discussed by Frank Schaeffer, who says he was there in Switzerland where a group of politicos and evangelicals predicted that abortion would make a great wedge issue. And they were right. But this was done with the utmost cynicism. That Pompeo got wealthy as a result of Koch money helps see where this all comes from.

This is all part of their global evangelical holy war on non-believers. They’re waging it against their own countrymen as much as the rest of the world.
ETA: In fact, part of it is to deliberately harm the nations in which these people live and these organizations operate, which are frequently poverty stricken and incapable of providing for the health and welfare of their populace in the first place. Taking away even basic reproductive counseling in order to saddle the destitute with unwanted, often unhealthy children who will grow up destitute and remain destitute while the population grows and remains destitute hampers their ability to fix their country’s problems (worsens them in fact) and helps prevent them from becoming a competitive nation state.
Kind of surprising to me that Republican voters give a hoot about this as it’s probably mostly liberals that will have abortions. Granted I know they want us to suffer from our sinful ways, but seems like they’d really rather have fewer of us around and be glad about it.

Nope. Since the wingnuts are also against any kind of contraception, and teach kids not to use it, unwanted pregnancy and abortion rates tend to be higher among wingnuts and wingnut offspring. Of course, each and every one of them has an explanation why they deserve to be able to terminate a pregnancy while Those People don’t. (Years ago there was a Mother Jones article about the people who would bring their daughters in for an abortion and then be out on the picket line in front of the clinic the next week…)

And except in impoverished ares worldwide where this gag rule (and the attendant funding cuts) will further cripple effective birth control and family planning and heath clinics resulting in more births to families that already cannot support more children, births of more unhealthy children, deaths of more and more mothers, etc. It not just about abortion, its about helping mothers have healthy pregnancies and healthy babies and providing effective family planning services.
Once again, America under Trump and the Rethuglicans is killing innocent people. “Protecting the Sanctity of Life” to all the Pompeos in this country is a sick joke.
If a Democrat wins the presidency next year, this anti-women policy by the Trump GOP will disappear. Elections matter.
