I don’t know Kentucky election law, although I’d not be surprised if it didn’t cover this, but I’d say having one candidate certified and sworn in would be a big, fat oops! to efforts to get the recount to hold.
Considering there is likely an AG investigation and sealed indictment against the republican leadership and LRC involving the whistle-blower allegations and counter suit by the former speaker and other republican legislators, this kind of activity is only to be expected.
Remember this is Mitch McConnell’s home state GOP, so I expect to see some shady shenanigans.

For the GOP’s next trick, the Texas legislature will ask the Kentucky State Board of Elections for a recount of the Roe v. Wade decision.
