Terrible tragedy, but isn’t there a pretty large typhoon that is transiting Taiwan right now?
That would make this a very dangerous landing attempt.
Penghu airport isn’t exactly a tiny spot to land and the typhoon had passed … it was just poor visibility according to early reports. Bad time to find out your flight crew can’t make an instrument landing, though 
edit: it was an ATR-72, not exactly the safest airplane out there
