Yet failing to articulate that Mueller’s report demands continuation – it says that it was restricted from completely investigating both conspiracy and obstruction – makes not proceeding to impeachment seem like exoneration.

I’m beginning to think censure is the route they’ll go. Impeachment would fail with the Senate not convicting which sets up a split narrative. Censure only requires a simple majority and if they can provide enough evidence they might be able to pressure a few purple state GOP Senators to support censure. The result is the same as a failed impeachment/conviction, an official black mark on Trump’s presidency but the optics and the narrative going into (or during) an election year are better.
No one is not proceeding towards impeachment. It can’t be done as quickly as some would like.
