I think it’s a totally plausible theory, actually. Putin’s certainly cunning and planful enough, and the whole idea is a national and international drag on the U.S. Just for the sake of returning your serve I suggested there’s an alternate explanation but the theory itself is fine.

My non-scientific observation is that he seems to favor rhyming (“not so great Kate”) and alliteration (“coward Kate”), which is why those two sprang immediately to mind.
“Cheating” fits neither rhyming nor alliteration…“corrupt” is alliterative, as is “crying”. Somehow neither really click.
That’s the best I can do today.
But anyway, I am sure we’re gonna get Sparky’s wit in the next few hours anyway, so we just need to have some patience.

(a) The militia of the United States consists of all able-bodied males at least 17 years of age and, except as provided in section 313 of title 32, under 45 years of age who are, or who have made a declaration of intention to become, citizens of the United States and of female citizens of the United States who are members of the National Guard.
(b) The classes of the militia are—

Posse Comitatus doesn’t come into it. National Guard troops while under state control do not come under Posse Comitatus. This is a matter of state sovereignty. The President cannot order a state’s National Guard anywhere unless he federalizes it. But once federalized, the National Guard is subject to Posse Comitatus. The President can only request that a state governor send its Guard troops somewhere and the governor can refuse. Neither federal troops nor the troops of another state’s Guard can be sent to a state without the consent of the state. Both the governor of the state providing the Guardsmen and the governor of the state receiving them have to agree to the arrangement. The President can send the DC National Guard anywhere the local governor will accept them because, the District of Columbia being a federal district and having no governor, the President is the commander of the DC National Guard.
Now I have to wonder about that all day. Damn you, @navamske!

This question was raised a few years ago in Ken Rudin’s column with no definitive answer. We had two simultaneous Rockefellers in the 1960s but in New York and Arkansas. Of course they were related and the Browns are not.

The author of California’s main sanctuary state law, state Sen. Kevin de León, urged Gov. Jerry Brown to reject the federal request. Brown’s office directed questions to the head of the California National Guard, who said the state would answer once it had more details about what Trump wants.
De León, whose SB54 sanctuary law minimizing local law enforcement’s cooperation with federal immigration agents is the target of a Trump administration lawsuit, said Brown “should ignore Trump’s pointless and expensive call.”
“Despite Mr. Trump’s rantings, there is no evidence of imminent influx of asylum seekers here in California or elsewhere,” said de León, D-Los Angeles, who is challenging U.S. Sen. Dianne Feinstein in the June primary. “In fact, border crossings have plummeted in the last decade and are at the lowest level since 1971.”
