This involves a perceived overreach by a chief executive who clearly doesn’t “know his place.” The cost of litigation is therefore justified, without limit.

Ok, I don’t get it. The administration guidelines are simply that. Guidelines which explain how to comply with already existent law. This is analogous to suing the highway department for painting the lines to separate the lanes on a highway so you can easily stay in your lane and inside the law.
