Couldn’t his tweets be confined to a local network of staffers and no one else? Since Trump doesn’t surf the web how would he know especially when staffers are instructed to compliment various tweets and suggest huge numbers of people have retweeted?

The only mechanism for this is a Constitutional amendment, and that won’t happen. I don’t agree, by the way.
There could be changes in the custom for candidates. For example, I could see a habit of candidates taking neurological or cognitive exams. The example of Reagan proves the necessity of this kind of test.
