Serious question: Why does FARA allow retroactive registration covering work already started or completed? Shouldnât the lobbyist be required to register prior to beginning the work of representing the interests of a foreign government?

Does it actually allow retroactive registration, or is there just a general practice of not prosecuting if someone belatedly registers?
I could see an argument being made that someone, somewhere, under some strange set of circumstances, might do work that they only later realize is on behalf of a foreign government. But it would be a lousy argument.
In that case, Iâd say they should get a pass, maybe a minimum fine and some minor wrist slapping. But as a matter of course, these guys should register up-front. Seems as though virtually every Trump connected âlobbyistâ has had to register after the fact.
Iâm really skeptical of the idea that he is owed money by his masters in Russia. His actions speak more of someone who is under a huge threat, possibly owing money or services to Russians.
Deripaska gave Manafort $19 million to purchase a Ukrainian television network, but once the latter got the money he stopped returning the formerâs calls. Deripaska was trying to get that money back until the middle of last year, when they suddenly became friends again. And yet, the sanctions remain.
But itâs also the case that Manafort got fresh loans this year. I really donât understand how someone whoâs worked with that many shady characters throughout his life could still need money, but Iâm not a big spender.
