True, but there’s allowance made for unintentional or inconsequential omissions, provided there’s no attempt to obscure the contact. That’s the part that I’m hung up on. This appears to be a blatant attempt to obscure or minimize the extent of these contacts. If I were reviewing the form, I’d deny it on its face and refer the matter to the DOJ for investigation and potentially prosecution.

As I understand(which is not well), amendments do NOT protect against prosecution for the initial failure.
If, upon review, the omissions are found to be inadvertent or otherwise innocent, no problem.
But if omissions are determined to be deliberate or obfuscatory, one can reasonably expect both denial of clearance and charges. (Not saying it will necessarily happen, only that the law as written supports such actions.)
Once upon a time I worked on an aerospace development project where my employer was contracted by a foreign company and had other foreign companies on the industrial team. It was all above board and had USG Technology Assistance Agreements (TAAs) and export licenses and all that out the wazoo. We had daily contact with dozens of “foreign persons” and the total number of foreign persons involved in the project that we were in contact with over time was far more than 100. This was an impossibly hard problem the next time I had to do an SF86 update. There was an addendum added explaining all of this.
So, to me, “100 foreign contacts” for Mr. Kushner, per se, says nothing about corruption.
You can bet that the FIS will have a field day checking out the “100 names” for how many could compromise the applicant. The real question is how many of them worked for foreign intelligence services and were charged with aiding and abetting the candidacy of Donald Trump for US President. The FBI is probably working on that angle.
I don’t seem them highlighting the words “part of Russia and its government’s support for Mr. Trump” (my emphasis) which seems like the lynchpin of the offer.

I hope that journalists are looking closely at Reince Priebus’ security clearance application. I have a feeling that Reince and the Republican National Committee were part of the Russian cabal that was collaborating with Russian intelligence very early in Spring 2016 to rig the vote and election. Paul Ryan and Reince Priebus gave invitations with ringside seats to Sergei Kislyak and Russian intelligence so that they could meet with Preshitident Anusmouth-PutinDickholster, Ivank, Cuck Kushner, Butthead Anusmouth Jr., Sessions, Page, Manafort, Conway and others.
Sure, yet I imagine “intent” which is an emotional state basically is notoriously difficult to prove and probably impossible to prosecute.
