One traditional Executive technique in dealing with the Legislative’s desire for secrets, is simply to give a classified briefing under Executive authority.

At some point in the briefing, the Executive guys look at the Legislative folks, and note that there are specifics in this briefing that ONLY you guys have gotten: particulars of sourcing, methods, phrasing. So if ANY of that appears outside of this discussion, you’ve committed a felony – and we will have the proof.

That’s why many Legislative folks historically avoid Executive briefings.

I’ve been fascinated by this. Here is what I think happened: Rosenstein, with FBI backing, told Nunes that their big concern was the leaking of identities and key details which would endanger the safety of people and the investigation, and that it would set a bad precedent for other investigations which intersect with politics. That view was known publicly before the meeting, as it was reported in the press. Nunes should’ve gotten the hint there, but we know he is a dumb f**k.

However, I think Rosenstein added one more piece. I suspect Rosenstein told Nunes that the FBI is actively investigating leaks from the HPSCI. That is what I believe caused Nunes to back off. I theorize that Rosenstein had the backing of the FBI to make that statement to Nunes.

Nunes, the dumb thug that he is, finally understood that he no longer operates in a consequence free world and that the shield of congressional immunity will not protect him. FBI would go after his staff first and imperil his career. Those people would rat out Nunes and then he gets indicted.
