The Trump Administration NEEDS this phrase - but not because it will help them destroy ISIS. The Trump Administration NEEDs this phrase, because they need enemies to justify their spending and their war footing.
You can’t argue with a war time President. Steve Bannon knows this, and so he knows that the more attacks he can incite against America or Americans, the more powerful his President becomes.
This is at the core of their quest for absolute power.
It’s not that the President’s advisers don’t understand the consequences of these phrases - it’s that they have a different goal.
The NSC wants to keep Americans safe. The Trump Administration wants to keep Americans scared.

It maybe that you can’t argue with a war president, but I think Bannon genuinely hates muslims and is using his position to try and kill as many as he can.
