The Second Amendment gives the State absolute authority to regulate guns within their borders and, without recently passed --NRA written-- legislation allowing anyone anywhere to sue local Pennsylvania cities over gun laws, it would be hard to see how the NRA would have had any standing in such a case. Of course, the NRA’s real goal is to intimidate cities with the threat of expensive lawsuits and, predictably, 20 cities in Pennsylvania threatened by these NRA lawsuits have already withdrawn their own gun safety measures.
