Personal factors such as your demonstrated hard and soft skills, level of education, history in the sector or industry, and relevant work experience will all be evaluated.

It would appear that the Trump administration diligently searches for the “not qualified” for all positions. This is evidenced by DOJ. DOE, HHS, and SCOTUS.
