On the one hand, I wouldn’t be at all surprised if every sane government in the world weren’t at least trying to figure out how to assassinate the Young Doofus. But on the other hand it seems unlikely they would screw a plot up quite so blatantly.
(And on the third hand, from what I’ve read of conditions in the regime, reporting someone for such a plot would be a perfectly expected thing to do, whether it existed or not, as would confessing to details of the plot to avoid further torture, ditto.)
