Considering that there are multiple issues going on with NC elections at the moment (e.g. state Supreme Court ruled it’s too late to redraw gerrymandered districts for 2018 election), this seems very relevant information for the headline, or at least the first paragraph. Paragraph five seems a bit late to explain who’s subpoenaing the files and why.

A move to obtain 15M voter records in the service of locating 5 undocumented immigrants–who were walking around in plain sight, probably engaged in stereotypical employment, yet strangely, nearly impossible to locate-- is god’s work. The I.C.E. budget of $8.2B is probably the best spent money in the federal government. The agency is so-o-o damned efficient.
I would like to know who the idiot was at DOJ who FAXed (they still have these things?) subpoenas after 5 pm on a Friday to some of the 44 counties, and considered that legal notification.

To be a LEGAL document, it must have a physical signature and have some kind of verification of delivery.
MANY legal documents still require that they be sent by either registered mail, or by FAX for this reason.
The same holds true for many medical records, for the same reason.
I am no lawyer. But faxes were routinely piled up and thrown out in my day. Therefore, there is No verification of delivery, no verification that the Fax even went through to sender. Registered mail requires physical person to person contact and signature of receipt, last I heard. (?)

Not true.
The SENDING Fax machine logs a successful receipt of delivery to the recipient fax machine. That is all that is required.
It’s no different than if you are sent a letter by Registered Mail and someone at your household signs for it, but never gives it to you.
You were still legally notified.
I never said it made sense, just that is what the law requires.
I used to run a massive incoming/outgoing Fax System with over 100 modems for a Medical Device Customer Support Center and any fax sent to and received by us was considered legally delivered by the FDA.
You would not believe the number of errant Faxes from Hospitals, Pharmacies, Doctors, and Care Facilities we were sent that contained a patient’s ENTIRE medical history, SS number, even BANK RECORDS. Whenever I would notify them they had done this by mistake, all I ever got was a shrug from them and an “oops!”. Then they would do it again.
We immediately destroyed these records when they arrived so they would not be automatically scanned and entered into our automated systems.
The elimination or vote suppression and gerrymandering are the sine qua non of saving what’s left of our democracy.
Going way back decades to my first job in an insurance co, we were self-insured for medical and surgery. Our employer wrote one of its own policies for its employees. But someone in your branch ofc would handle any claims you had.
Whether by accident or design or no design the person handling your medical or surgical claims had access to all your medical information and he/she would pass it on to everyone in the ofc. So everyone knew, for ex, that Betty Sue was being treated for infertility and her husband had a low sperm count. Or that you someone had a growth on his right testicle. Anyone bitching about it was just shrugged off.
And that was decades ago.
