Does it matter that he’s not an actual member of the House? Somehow, I think it does. By maybe not with the Republicans, who think the rules only apply to other people.

I really would like this confirmed: Being a congressman is not a requirement to be speaker. It seems awful that a non-elected person could be second in line for the presidency.

The Speaker of the House is the presiding officer of the United States House of Representatives. The office was established in 1789 by Article I, Section 2 of the United States Constitution, which states in part, "The House of Representatives shall choose their Speaker…" The current Speaker is John Boehner, a Republican who represents Ohio’s 8th congressional district. On September 25, 2015, Boehner announced he will step down from his position as Speaker effective October 30, 2015.

The Constitution does not require that the Speaker be an elected House Representative, though all Speakers have been an elected Member of Congress.

Well, Newt did create the model for the ideological, dysfunctional House, so he really is qualified. Of course, his monster has grown far out of even its creator’s control. Hell, I bet even Newt would be decried as a RINO by some of the nutjobs in there.
