Republicans once had a real opportunity to expand their base in the Latin community, since social conservatism often plays well there. Instead they let the tea party rump take control. Even Rubio gave up on immigration reform and started pandering to the xenophobes and bigots. Then Trump sealed the deal with his wall to keep out Mexican rapists.

There is a vast difference between someone who went to Cuba during the embargo with a educational or cultural group and someone like Trump who actually spent cash and looked for business opportunities. There is a section in the treasury department that deals with this. Back in the 2000’s they had more personnel than the folks looking at Al Queda financing.
