Except that even the Nebraska State Legislature website explains:

"Although generally referred to as the “legislature” or the “Unicameral,” the Senate is the legislative body that was retained following the 1937 reorganization. Consequently, members of the legislature are referred to as “senators.”

Yes, but it is still called the “Nebraska Legislature” not the “Nebraska state Senate,” hence why it is the Nebraska Legislature website and not the Nebraska Senate website.

I don’t know how many articles I’ve seen in the last year or two—probably up toward the high end of several—that said although Congressional dysfunction is kind of a bummer, there’s all kinds of innovation and constructive stuff happening in the states. This situation makes me wonder if Nebraska got the memo on that.

I don’t know. Given the number of state governments Republicans have taken control of in the last few years I suspect that a lot of that “innovation” is in blazing new frontiers of right-wing douchebaggery. In which case I would say Nebraska seems to be holding its own unfortunately.
