I believe this earlier investigation is the one featured on a segment of This American Life. And it was reported that at the time in 2016 that GOP candidate Harris’ son worked in the US Attorney’s office when the referral was made.

In a lot of GOP-controlled areas, FOIL could also stand for ‘Fuck Off, Interested Liberal’.

And again, screw this “do-over” election. The GOP tried fraud, they got caught at it, and they want a second bite at the apple? If it goes that route and they win, I hope Madames Speaker Pelosi drags out the seating process and puts the guy in the congressional office building in Bumfuck Alaska.

In the 2016 GOP primary, it was an opponent of Harris, Todd Johnson, that hired Dowless.

Johnson came in 3rd in the primary, but the work of Dowless may have kept Harris from winning. Harris lost the primary by only 134 votes. I don’t think anyone knows if Dowless hurt Harris more or his opponent more, however.

Investigators aren’t exactly “probing whether Dowless and others working on Harris’ behalf ran an illegal operation to collect large numbers of absentee ballots from voters.” It’s abundantly clear that he did that. They’re probing how many ballots he threw out or changed.

Not to nitpick with the headline but. is scandal the right word for what is definitely a felony? I think this underestimates the gravity of the act.
