The FBI has already said it is being investigated as a possible hate crime and terror attack, and they will do their job well. And since they don’t speculate and only state facts when investigations are complete, at this point, yes, they are looking for a motive.

The FBI can’t officially announce a motive until there is a capture. This is how things work. James Holmes, the guy who shot up all those people? Technically he can’t be called a “murderer” at this time since he has not been convicted yet. This is “how things work”. Real world.
Not likely, but it’s possible this could be a person targeting someone who worked there, etc. It is irresponsible to state anything concrete without facts. But if it makes you feel better, the FBI has said it is being treated as a potential hate crime and terror attack. That means they are pretty sure that is what it is, they just can’t make it official yet.
The FBI does a lot of good work. Maybe you can join if you think you can do better.
