So Trump orders the Senate to stay and pass something. The Senate does not work for the President. The Senate and House work for the people and as Tapper pointed out The People want the ACA fixed not repealed. Perhaps Mulvaney should go back and read the Constitution regarding the three branches of government. He is a lawyer and one would think he is acquainted with the Constitution.
