This is mentioned each time this bullshit “emergency” comes up, but if Drumpf does declare an emergency, here are a few other emergencies that the Democratic POTUS will fund with military dollars: Medicare For All, Public Education, Infrastructure Repair/Maintenance, Climate Change and Banning Disney on Ice.

So Mulvaney just outlined exactly what the Dem’s strategy should be. No money at all for a solid barrier, not even the 1.6B from the last deal. Because that results in the widest gap between whatever loose change they can scrape together legally without a National Emergency, and what Trump wants.

In other words, force Trump into declaring the National Emergency, a gambit that will stall out and fail in the courts. It will also result in a vote in the Senate that zero Republicans want, after Speaker Pelosi votes to block the NE in the House. Don’t give him a dime for barrier funding, and the Dems “win” this ridiculous fight.
