OK, but look at the bright side: If somebody borrows a gun and shoots someone else, we’ll have the first absolutely unimpeachable, impossible-to-deny* instance of a crime that would have been prevented by a gun regulation. If it had been followed. Because it was already in place.

I don’t think any legislative body has had to consider the question of whether and how to regulate the systemic short-term loaning of firearms to strangers. It’s like when they first invented LSD—it was legal because it was new. It’s possible the security people at the capital and if necessary, the legislature itself will step in and tell this goof his idea has potential downsides.
He likes other people touching, holding, praising, appreciating his guns. It’s a thing.
The rub is you have to reach into his pocket to get it.
