Common sense would be the state going to the homes of the poor, elderly, disabled and minority voters, and then providing state ID’s free of charge.
Conversely, the SCOTUS just screwed Native Americans in North Dakota and, with its ruling, the reelection chances of Heitkamp.
On Tuesday, the Supreme Court denied an emergency request to reverse an Eighth Circuit Court of Appeals ruling that reinstated a set of draconian North Dakota voter ID restrictions — restrictions which disproportionately impact Native Americans living on tribal lands, and which could threaten the re-election of Democratic incument Sen. Heidi Heitkamp.
North Dakota is unique among states in not having voter registration at all, meaning that voters are confirmed solely by presenting identification that proves their residency. But the new law, enacted by the Republican-controlled state legislature in 2017, places new restrictions on the type of state-issued ID that is acceptable: specifically, North Dakota voters must now present a photo ID card that bears a residential street address.
That could be a serious problem for thousands of Native American voters who live on tribal lands, because many of them do not actually have residential street addresses. The Postal Service does not deliver directly to many tribal reservations, so many state-issued tribal ID cards simply bear a P.O. box, which will not be sufficient under the new law.

Create a special federal law enforcement unit to enforce the Act; use and if necessary amend the Act to prosecute and imprison Republican politicians or state executives who fraudulently and intentionally abuse their power to disenfranchise their political opponents. Fraud, in this context, would include falsely asserting the existence of a voter fraud problem when voter fraud is nonexistent or de minimis.

Modify, or repeal and reinstate, the Voting Rights Act. Let it go all the way up to the Supreme Court again if necessary.
Unlike some states that have used there voter id laws like a club the Missouri law is relatively benign. What the judge’s order does is make sure that the exceptions outlined in the law are not forgotten by partisan election judges or politicians trying to keep people from the polls.
In Missouri, well guess you have to ask for that free ID. Just took my brother last week to get one of those State IDs since he doesn’t drive. He had obtained one in the past but it expired in 1985 and it has to be current for voting… He has been a registered voter for all those years and never had any issues with voting. He is still a registered voter. There have been a lot of PSAs about “Show it to Vote” all year. Jay Ashcroft has made sure he was the speaker and got his name, voice and picture out there. I figured it was “free” advertising for his future. Not the first time a politician has used State money for that. Anyway there was no mention of “free” ID… It cost $11. Never thought to ask about “free”, we just wanted to make sure he could vote in a few weeks. Had to show a birth certificate and something with his address (i.e. a bill, bank statement, etc.). But ,he doesn’t have any bills in his name as he is on disability and lives with me and has no bank account (his disability checks come to my account). Thought we’d have to return but he did have his GED certificate in the folder with his birth certificate with our address on it and they accepted it.
If you ask for it they have to give you the ID for free. Otherwise it is subject to being called a poll tax. Even John Roberts has problems with poll taxes.
For my whole life, "common sense’ has been a tired old right wing code word, a dog whistle to retrograde white assholes that says “this is so mean and nasty to the poors and the blacks, you’re gonna love it!” They’ve been using it that way for so long they write it as one word.
