Yeppers. He knows if the Puppet goes down he goes down. He’s trying to stonewall it as discreetly as he can. He’s a Senator after all, not one of the hoi polloi like Lajes boy.
I don’t think it will save him however. 
I don’t think this is as stupid a move as many here think. In McConnell’s mind, this is the lessor of two options available even though both options suck for the Republicans. McConnell’s may be thinking that the the Supreme Court can save the Republicans hide here and veto the act. I can’t imagine the establishment Republicans/donor class want to give Trump the power to redirect Congressional monies that they previously lobbied and fought for.
